Background: Requester brought Freedom of Information Act (FOIA) action against Department of Housing and Urban Development (HUD) seeking information identifying individuals that held mortgage backed securities under Government National Mortgage Association's (Ginnie Mae) mortgage backed securities program. The parties filed cross-motions for summary judgment.


Holdings: The District Court, Colleen Kollar-Kotelly, J., held that:

(1) information identifying individual security holders was exempt from disclosure; but

(2) information identifying commercial entities that held mortgage backed securities was not exempt from disclosure as trade secrets and commercial or financial information; and

(3) information identifying commercial entities that held mortgage backed securities was not exempt under FOIA's personal privacy exemption.
